What is water bankruptcy?
In a landmark new report, the United Nations University’s Institute for Water, Environment, and Health says that our planet has entered the Global Water Bankruptcy Era—meaning that the earth’s natural water systems have been damaged beyond realistic prospects of full recovery.
Humans have exceeded renewable inflows and safe depletion limits in many places—and now nearly three-quarters of the world’s population live in countries that are water-insecure, Global Water Bankruptcy: Living Beyond Our Hydrological Means in the Post-Crisis Era says. Around 2.2 billion people still lack safely managed drinking water, 3.5 billion lack safely managed sanitation, and about 4 billion experience severe water scarcity for at least one month a year.
The impacts are visible across the planet: rivers that no longer reach the sea, shrinking lakes and wetlands, disappearing glaciers, depleted aquifers, and landscapes becoming hotter, drier, and more vulnerable to wildfire and dust.
These “are symptoms of systems that have overspent their hydrological budget and eroded the natural capital that once made recovery possible,” the report says. Water bankruptcy is a new global reality.

How do we manage it?
Because our water systems are already in a post-crisis state of failure, our objectives can no longer be to “return to normal.” Instead, the report calls for a shift from crisis management—which is largely restorative—to bankruptcy management—an approach focused on reducing further deterioration while adapting to new hydrological and environmental normals.
The report also frames water bankruptcy management as a justice and security issue. The impacts of irreversible decline fall hardest on smallholder farmers, rural and Indigenous communities, informal settlements, women, youth, and downstream users, while the benefits of overuse have often gone to more powerful actors.
“Recognizing this post-crisis reality is not an act of resignation;” the report says, “it is the starting point for a more honest, science-based and justice-oriented agenda that uses mitigation and adaptation to build a fresh, more sustainable balance between societies and the water on which they depend—before the remaining natural capital is lost.”

How does Great Salt Lake fit in?
Great Salt Lake is an example of the global pattern this report describes: when human water consumption consistently exceeds what a hydrological system can sustainably supply, the system begins to break down. Great Salt Lake is one of more than 100 saline lakes worldwide in rapid decline due primarily to upstream water use, which can lead to displacement, increases in chronic and terminal illnesses, and economic strain.
“When water systems fail, the effects are swift and far reaching:” the report says, “harvests decline, energy systems are disrupted, public health is endangered, cities become increasingly unlivable, livelihoods are lost, communities are displaced, tensions escalate, and the foundations of peace and stability are undermined.”

Many of these saline lakes have already crossed irreversible thresholds. Great Salt Lake has not—but the window to act is narrowing. The lake is on the edge of collapse and will likely reach a new record low later this year.
As the report describes, managing these failing hydrological systems requires treating water as an upstream policy and investment priority, rather than a downstream consequence addressed only after communities and ecosystems are already in crisis. Restoring Great Salt Lake will require robust, sustained funding and immediate, systemic changes to Utah’s water management—meaning improved water markets, incentivized conservation, and a water system that works for farmers, cities, and industry.
This landmark report is a warning to Utah that the cost of inaction compounds quickly, and recovery becomes harder the longer we delay. Our community has an opportunity to show the world what sustainable water management can look like, and what it means for a society to live within its hydrological means. Great Salt Lake can be a success story—and a rare example of restoration in a world of accelerating water loss.
